R E S O L U T I O N

Pertaining to the order of the President of the United States for a full complement of 'surged' American troops in Iraq in July-August 2007.

WHEREAS the Bush administration's stated reason for the 'surge' is to create the kind of order and relative peace in Baghdad so that the Iraqi Parliament can get about the business of addressing the sectarian issues that divide the country, and

WHEREAS the Iraqi parliament currently struggles to mount a quorum when it comes to discussing urgent and critical matters, but when it came to parliament members' salaries and privileges a session was held with haste and efficacy, and

WHEREAS according to the U.S. military death toll in March--the first full month of the security crackdown--American deaths have already risen nearly twice that of the Iraqi army, and

WHEREAS this is occurring in spite of the fact that the Bush administration and Iraqi officials say that the Iraqi army is taking the leading role in the latest attempt to curb violence in the capital, surrounding cities and Anbar province, as the surge surges toward a full complement of American troops, and

WHEREAS according to the Bush administration the surge will be in full force by this summer – as in July and August, and

WHEREAS the Iraqi parliament refuses to cancel it's two-month long annual summer recess in July and August,

THEREFORE BE IT

RESOLVED that If any member elected to the Iraqi Parliament goes on vacation this summer, as currently planned for July-August, while our soldiers are fighting and dying for you, and be it further

RESOLVED that the day the Iraqi Parliament recesses and leaves town, the US Congress will demand that the President order the US command to begin an immediate withdrawal of all US troops, beginning in Baghdad, with total withdrawal to be completed by end of August -- just in time for your return from vacation, and be it further

RESOLVED that the US Congress expects NOT to take a vacation during the months that our troops are ordered to Iraq in a military buildup of Bagdad, and be it further

RESOLVED that the US Congress expects the President to be at his desk, in the Oval Office, all summer.

THE RESOLUTION EFFECTIVE immediately upon passage of either or both the House of Representatives or the Senate of the United States.
